Empowering Youth Through Skills: PS Muoria Outlines Major TVET Reforms Under Ruto's Leadership


Dr. Esther Muoria, Principal Secretary for Technical and Vocational Education and Training (TVET), has reiterated the government’s strong focus on transforming the country’s technical training landscape. She emphasized that the ongoing reforms under President William Ruto’s administration are key to equipping young people with practical skills that drive national progress.

Appearing on KBC Channel 1 for an interview on Tuesday evening, Dr. Muoria highlighted the significant milestones already achieved in reshaping the TVET sector into a major pillar of Kenya’s socio-economic development.

“When I assumed the role of PS for TVET, I had in-depth discussions with the technical team, and we agreed on a clear vision—making TVET central to transforming youth livelihoods,” she shared.

Dr. Muoria credited President Ruto for initiating the vision of establishing a TVET institution in every constituency during his tenure as Deputy President. “So far, 240 constituencies have functional TVET centers, and around 50 more are in the pipeline,” she reported.

Shifting to Competency-Based Training for Industry-Readiness


Since September 2023, Kenya has transitioned fully to a Competency-Based Education and Training (CBET) system, moving away from the traditional, theory-heavy approach. Dr. Muoria explained that the aim is to prepare graduates who are immediately effective in the job market.

“In the past, employers had to retrain newly hired staff,” she said, referring to her visit to Toyota Kenya, where she found a small internal school set up for retraining purposes. “We want our students to graduate already equipped with what the job requires.”

Industry Collaboration and Dual Training Model

To address the mismatch between training and labor market needs, the government has adopted a dual training approach. Inspired by Germany’s system, this model splits learning equally between classroom instruction and hands-on industry experience.

“Students undergo half of their training in school and the other half directly in the workplace,” she noted. “This improves their chances of employment right after graduation.

Recognizing Informal Sector Skills

Acknowledging the contribution of informal sector workers, Dr. Muoria revealed that the government is rolling out the Recognition of Prior Learning (RPL) policy. This initiative allows skilled individuals in sectors like Jua Kali and MSMEs to receive formal certification for their abilities.

“These individuals have long powered our economy but lacked official recognition,” she said, adding that a new RPL Directorate has been set up at Kabete National Polytechnic to lead the policy’s implementation.

Growing Interest in Technical Education


Dr. Muoria expressed optimism over rising enrollment numbers in TVET institutions. Under her tenure, student enrollment has surged from 300,000 to over 700,000. She also noted a new trend: over 10,000 students who qualified for university have opted for technical training instead.

“To the youth, we say—join us, gain a skill, and build a future. With the right skills, you can start a business or find work locally or abroad,” she encouraged.

Vision for National Transformation


Dr. Muoria concluded by voicing her support for the current government’s development agenda. “President Ruto’s administration is laying the groundwork for the next level of growth in Kenya. Like Germany and South Korea, we must focus on skills if we want to compete globally.”
